The Eugene Chamber and Onward Eugene are excited to launch Elevate 2028, a new five-year regional economic and community development initiative.

Our region is fortunate to have a number of strong economic sectors, such as technology, bio science, food and beverage, wood products, healthcare, tourism, sports and recreation, and higher education. And yet, when it comes to driving economic growth and prosperity, we lack concerted intentionality, meaningful progress, and results. Hundreds of business and community members were consulted in the creation of Elevate 2028 and agree that there is a need to take proactive action to grow the economy now.

 Elevate 2028 is designed to tackle pressing issues such as a challenging business climate, talent retention, inadequate housing, childcare shortages, and homelessness. It aims to transform the region into a beacon of opportunity and innovation, fostering an environment where businesses can grow and thrive.

In response to key challenges impacting the Eugene-Springfield region, the Chamber has developed Elevate 2028, which is segmented into four mutually supporting primary goals and supporting strategies, tactics and performance metrics.

Elevate 2028 is a data-driven strategy to strengthen our region’s economy and accelerate community development. Focused on business growth, workforce, housing, downtown revitalization, and civic leadership, it’s turning strategy into action—shaping policy, unlocking development sites, and expanding opportunity.

Each quarter, we share highlights and measurable progress with investors and the broader community—demonstrating how business and civic leaders are working together to move our region forward.

The Chamber and Onward developed Elevate 2028 in consultation with private and public sector leaders and partners in the Eugene-Springfield region, Lane County, and the state of Oregon. This initiative will be executed by private sector leaders in partnership with the public sector.
